transforming a government office
This U-shaped building was originally built in 1998, folding around a courtyard, it will now serve as government offices. Cepezed led the architectural transformation, J.P. van Eesteren coordinated the design & build process, and MOSS was responsible for the exterior and interior green design.

The exterior design introduces an intensive green environment with layered planting, ecological corridors, and pedestrian-focused routes that enhance the urban context while creating inviting spaces for both employees, biodiversity and local residents. We combines lush planting, tree-lined edges, and flowing pathways with integrated seating, water buffering, and nature-inclusive elements such as habitats for birds and pollinators. Circular forms inspired by the architecture are translated into the landscape design, creating a cohesive outdoor experience.

Our planting concept turns the double-height central atrium into a massive indoor park. Large trees, layered greenery, and natural textures soften the architecture, improve well-being, and connect people to nature, ensuring the workplace feels healthy, inspiring, and human-centered.
designing for the future of our planet
The project is designed to meet Paris Proof standards with energy-efficient systems, improved insulation, and demand-driven ventilation. Circularity was a core principle in this design process, for example, façade materials were repurposed into bio-based wall systems.
