In The Hague, the Central Government Real Estate Agency (RVB) is redeveloping Rijkskantoor Haagse Veste IV together with an integrated consortium led by Hegeman Bouw & Infra. RU+PA and Sweco are the architects, while De Groot Installaties and DWA develop the energy and installation concepts, and IMD and Repurpose focus on structural engineering and circular material strategies. MOSS was asked to design the green concept for the interior and rooftop levels, supporting the project’s sustainability and user-experience goals.
The green design of Haagse Veste is centered around elements people experience in nature, with design themes like fluidity, shelter, filtered light, and a sense of groundedness. Planters and paths mimic the flow and fluidity of nature, helping to guide users through a bustling building. The green design is inspired by the safe, secluded feeling that valleys and mountains provide us in nature, and tall trees are included to promote groundedness and remind us that we are rooted in nature.
Located at the heart of the ground-floor atrium is a lush, grounded, and immersive garden that welcomes all visitors to the base of the building.
A walk to the summit leads to a series of stairs that lead visitors to the roof garden (the mountain). Along the walk, small green spaces with hanging green provide respite from the journey.
The Canyon is a sheltered atrium composed of rocky, earthy materials and mediterranean planting scheme, complimented with filtered natural light, to create a space for grounding.
Located on the roof, a landscaped garden is designed as an elevated summit. With tiered plantings and open views, it replicates the experience of standing in a vast valley.
For Haagse Veste, MOSS and the rest of the design team developed a green design concept that drew on inspiration from natural topography to create a spatial journey through four main elements: The Valley, the Canyon, the Hike, and The Mountain. The intention was to create a narrative landscape, inviting users to connect with nature throughout the building.
